At first glance, a traditional frame buckle. Look closer and there is no pin and there are no holes, only a ratchet that holds exactly where you set it.

Adjust it without opening it

A normal belt has to come undone before it can change. This one stays closed. Pull the strap to tighten or press the small lever to loosen, all in a small, relaxed movement that works just as well at a restaurant table as it does in front of a mirror.
